Britain says U.S. is being used as scapegoat at the U.N. World Summit

Margaret Beckett, the head of the British delegation to the U.N. development summit, told the ASSOCIATED PRESS Wednesday that the U.S. is being unfairly maligned by delegates and activists.

The British Environment Minister said that many delegations are using America as a convenient scapegoat for other difficulties they were having in reaching agreement.

"I think there is more suspicion than is merited that the United States is always a stumbling block that the problems are always because of the United States," Beckett said.

"They are working with the rest of us to meet those targets, and they are nervous at suddenly finding there lying a whole raft of new goals that they are supposed to work on as well."
