As its leadership changes for the first time, the Department of Homeland Security remains hampered by personality conflicts, bureaucratic bottlenecks and an atmosphere of demoralization, undermining its ability to protect the nation against terrorist attack, the WASHINGTON POST will claim on Wednesday.
